There is nothing partial about datagrams, they are completely unreliable.

I don't think so. We could play with words, but I understand "partial
reliability" as creating streams that may have some kinds of
"reliability holes", such as a stream carrying video frames and allowing
some of them to be dropped. Supporting *that* requires significant
changes in the protocol machinery, and I understand why it would be
off-charter. Datagrams are much more constrained.
