As you may remember, we decided to adopt the Spin Bit draft <https://quicwg.org/base-drafts/draft-ietf-quic-spin-exp.html>, but defer deciding whether it'll actually be published as part of QUIC until we get some validation that it helps to operate networks. 

We've encouraged folks to gather data to guide that decision by running experiments, with the aim of being able to make a decision in our Bangkok meeting.

To help those experiments succeed in guiding our decision, we'll reserve some time to review experiments that request it in our New York interim meeting <https://github.com/quicwg/wg-materials/blob/master/interim-18-09/arrangements.md>. 

The goal of these presentations will be to guide the experimental design with feedback from the working group; not to report or judge the results of the experiments (which will happen in Bangkok).

Please note:

* Reviews (both individually and collectively) will be time-bounded; plan on approximately 15 minutes (each) to present, with another 15 to discuss (extended if there's WG interest).
* This is ONLY an experimental design review; expect feedback on the utility of the design and its results.
* No other discussion or decisions about the Spin Bit will take place in the NYC interim.
