As discussed in London, we're creating a closed design team to recommend a path forward regarding the issues in layering and stream0 that EKR pointed out in his  presentation.

The expectation is that the recommended path will NOT change our invariants as currently expressed. 

As with all design teams, the recommendation that they produce has no more or less weight than any other proposal to the WG. See: <https://www.ietf.org/iesg/statement/design-team.html>

We expect them to make a recommendation before the Stockholm interim, so that participants have enough time to read and discuss the proposal before the meeting.
