I really wonder whether that argument applies to QUIC in 2020. Existing
and unmodified applications use TCP today, not QUIC.

QUIC capable applications have path migration capabilities built-in from
the start, which covers most of the "reliability" use cases of
multipath, without insert yet another middle-box in the setup.
