I don't believe the intent is to support only multiple applications,
multiplexing with a cardinality of 1 should be supported IMO. Streams allow
for many, but I think there would also be support for a DATAGRAM-only
tunnel relationship that allows only a simple 1:1 mapping (discovered
up-front and negotiated in the QUIC connection).

I'm not aware of that, it would be good to figure these kinds of things out
to avoid duplication or overlap where possible.
