I suspect we do -- not because it's partial reliability per se, but because our charter doesn't currently authorize us to work on extensions other than multipath, even though only partial reliability is explicitly forbidden.

I support both adoption of this document and adoption of a new charter which allows us to work on extensions to QUIC v1.
