The reason is likely the dual use of PSKs. When a client attempts to use a
PSK for resumption, and the server doesn't accept the PSK, then the
handshake can continue with a full handshake.

I've also worked with RadSec PSK implementation. I have a couple of notes
for the draft and I'll send them to the list tomorrow.
