FYI, this text <https://en.wikipedia.org/wiki/International_Mobile_Equipment_Identity#IMEI_and_the_law> about the use of IMEI uses in law enforcement is interesting. 

Also FYI, someone  suggested using UEID as a way to defend against bad Uber drivers. Once an Uber driver was considered “bad”, their UEID was logged. Given that a UEID can’t be changed by factory reset, refreshing and such, they actually had to buy a new phone to re enroll with Uber.
