Many thanx for your feedback!  I will update the I-D accordingly.  New tag number suggestion: 1010.

Regarding the usability of decentralized identifiers, you may have heard about DID

    https://www.w3.org/TR/did-core/

which is now [finally] a W3C standard.  If they are wrong, COTE is at least in good company :)

IMO, the biggest problem with URLs are the ever-changing service end-points but this issue is relevant for practically all decentralized systems.

Anyway, have a good IETF!  I wish I was there...
