Hi rats!

I've looked at the media-type draft and it looks to be mostly ok.  However,
I see that the draft-ietf-rats-uccs draft has been waiting on an update for
the last 52 days (and it is normatively referenced by the media-type
draft).  I'm going to hold the media-type draft until the uccs draft is
updated and through the AD (Roman).
