Working towards a new EAT draft for Singapore, I’ve created this pull request <https://github.com/ietf-rats-wg/eat/pull/36> to address this issue <https://github.com/ietf-rats-wg/eat/issues/22> on debug state.

The sort of review I’m looking for is:
  - Does this work for Intel CPUs / SoCs
  - Does this work for Arm CPUs / SoCs
  - Does this work for xxx CPUs / SoCs
I know we have Arm and Intel people heavily participating here. :-)
