Firstly thank you to the authors of the document for the good work.

I however must agree with Alvaro's ballot and further expand on it.  I have a
concern that publishing a document that merely describes an outside standard,
that is not developed within the IETF, could open a significantly problematic
door to people developing standards outside of the IETF, and then using a
mechanism like this, to effectively get a rubber stamp on something that the
IETF has no control over.  To me, this document would seem better suited to the
ISE rather than the IETF track.
