Hannes,

The answer here is that you're right it's important to understand 
some of these incentive models, but the IETF isn't really an 
approrpriate forum, as that's not where the expertise is.

On that subject, on Wed we had a big event in London with three 
expert panels (commercial, public policy & technical) where the 
purpose was to assess the re-ECN proposal on all three fronts. Senior 
execs (CEOs, CTOs) as well as experts in these three fields flew in 
from around the world with a few on video links too. The organisers 
(GIIC) will be producing a report and we hope to give a report into 
the BoF if the organisers are happy to.
