I am very much in favor of having a Congestion Exposure BoF.  There are several things that need to be figured out to go towards standardization, including what the IETF deliverables should be, but I don't think those are intractable issues.

Although the extent of my participation is likely to be exactly out-of-phase with the semester schedule, I will participate on the mailing-list and at meetings, and if it works out, help out with docs as well.

(I am not yet sure if I will make it to the Hiroshima IETF, but if I do, I will certainly be at the BoF.)
