Hi Toby and all,

the problem I have with most of the names so far is that they do not 
express the fact that we would like to quantify the congestion further 
down the path, i.e. not the congestion on the upstream of a flow but on 
the downstream of a flow is exposed or predicted. I proposed "Downstream 
Congestion Prediction" becdause the word "prediction" already expresses 
the fact that something is estimated before it occurs.

However, I am perfectly happy with the term "congestion exposure" if we 
could compensate the deficiency mentioned above by adding something like 
"Downstream Congestion Exposure - DCE".
