I quite like EXACT, except that re-ECN seems anything but exact and it 
certainly doesn't expose "all" congestion. Maybe "EXposing Accountable 
CongesTion" would be less misleading, since routers would mark the 
packets they want senders to be held accountable for.

I was toying around with DISSECT (DIScloSure of Expected Congestion for 
Transparency). The meaning (wiki: the process of disassembling and 
observing something to determine its internal structure and as an aid to 
discerning the functions and relationships of its components.) seems 
appropriate considering we're trying to retrofit IP internals to make it 
less opaque.
