Perhaps what needs to be got across is that some ISPs fear that there is "gaming of the system" happening. And whilst the user is usually innocently pursuing their self-interest, the application writers are definitely trying it on... However there may well be a way to get the idea across in a less controversial phrase. I'll keep working on this.
