Hi Toby,

I did a review of Sections 1-4. You find my comments in the attached 
doc. I also formulated a use case on meaninful policing, differentiating 
in per-flow and per-customer congestion policing and showing that the 
latter sets incentives for congestion-minimizing transport protocols and 
allows fairer tariffs (rewording required).
