Based on the feedback and comments we received during the regext session and the side meeting, we have decided that the best way forward is to:

Charter a new working group which will use the Hybrid approach as suggested by Jim Gould, and develop a new protocol, that will not be called EPP, for now let’s call it XPP.
This new protocol is not meant to replace EPP, they both serve different use cases and deployment scenario's.

We will use as much as possible from the existing EPP semantics and data model, but it will not be 100% compatible with EPP and most likely have no support for XML. 

Much care shall be taken to make transitioning from EPP to this new protocol as easy as possible, an example would be that converting EPP XML messages to XPP JSON should be straight forward. This will also allow an EPP deployment to function as an EPP gateway and forward received EPP XML messages as XPP json to an XPP deployment.

We wil work together with the AD to setup a non wg mailing list (i will post the details to this list later) and start work on a charter which we can finalize during a BoF at the next meeting in Dublin.
