Why do we want to design protocols that have the unfortunate consequence
of forcing things like that (that are fine on the paper, but just do not fly
at all in real life) while at the same time believing there is a need
to address the case of "unhandled namespaces" which problem could also be
solved by just saying "registry forces namespaces X, Y, Z and registrars 
have to deal with them somehow"?
