This WGLC was scheduled to close on 8 November 2019.  There has been 
some discussion of a few issues on the mailing list but all have been 
resolved and a new version has been published addressing all concerns 
and maintaining backwards compatibility.

The original WGLC had 10 indications of support for submitting this 
document to the IESG for publication on the standards track.  This 
second WGLC only had two explicit indications of support for 
publication.

The chairs would also like to note the following paragraph from the 
shepherd’s writeup for this document:


The data format specifications contained in this document have been 
implemented in support of more than 1,200 generic Top-Level Domains. In 
addition, domain registry service provider transitions using data files 
that conform to this specification have been completed.


This WGLC last call is now officially closed and the document is ready 
for submission to the IESG to be considered for publication as an 
Internet standards track document.
