The authors can determine if they want to insert that sentence, but in 
my opinion it is unnecessary and may cause more document churn as the 
point of a BCP is that it documents a best practice via the consensus of 
the IETF even if not yet deployed. The "if deployed" creates a circular 
dependency where it is not a best practice until deployed but there is 
no incentive to deploy until it is a best practice. Additionally, the 
practices that have and have not been observed are documented in section 5.
