The chairs would like to summarize this thread as follows.

When specific text is proposed, then the working group will consider 
whether or not to create an HRPC section with that text in the document 
for which it is proposed.

In other words, the working group will consider an HRPC section on a 
case-by-case basis.  As there is no IETF consensus about such a 
requirement, the working group will consider each proposal as it would 
any other contribution to a document.
