[Restconf-next-dt] New Non-WG Mailing List: restconf-next-dt (RESTCONF Next Design Team)

A new IETF non-working group email list has been created.

Purpose:
To produce I-D draft-rcnext-netconf-rfc8040-bis, for RESTCONF 2, 
a backwards-compatible update to RESTCONF protocol version 1. 

This DT may later produce a second I-D for RESTCONF 3, a non 
backwards-compatible update to RESTCONF 2, to coincide with
an expected rfc7950-bis produced by the NETMOD WG.
