This is exactly the reason.  I'm not an expert here, but my understanding is that inline SVG is not really different from other HTML elements.  Though something like <path> is obviously not <div>, but you can imagine them as being different tools that are pulled from the same bucket.  My guess is that this means that in being built this way, no one ever really put the extra effort in and - apparently - no one ever asked.
