[rfc-i] Fwd: New Version Notification for draft-hoffman-xml2rfc-16.txt

Greetings again. The latest version has a few changes, mostly based on discussions here.

- Every element in the v3 vocabulary can have an "xml:lang" attribute, an "xml:base" attribute, or both.

- Suggestion that the "name" attribute on <artwork> and <sourcecode> could be used to collect program or syntax fragments.

- Bits about pagination.

- Explanation why <b> and <i> are included.

- Clarification of <date> for draft submission.

- Changing all new element attributes that had been "yes" and "no" to "true" and "false" for consistency.

- Added "quote-title" attribute to <reference> to help the RFC Editor have better titles on errata in references.
