[rfc-i] Fwd: New Version Notification for draft-hoffman-xml2rfc-15.txt

A couple of new things in -15. Comments welcome.

- Add "keepwithnext" and "keepwithprevious" to <t> as a hint to	processors that do pagination that the should try to keep the paragraph with the next/previous element, based on the long thread from last month.

- Fixed a lot of problems with the new ideas for <seriesInfo>. The design in the previous draft left out some very important stuff, discovered by Tony Hansen.

- Changed the values for link/@rel based in input from the link-relations list.
