[rfc-i] Suggestion for a feature in RFC format.

Hi,

As a current AD I would very much like to see a feature and style guide
approach that specifically highlights a DNS label (domain) in a document
when not
part of a URI, such that it can be programmatically parsed. I have no
strong opinions on how that should look exactly, so happy see a discussion.
