[rfc-i] draft-iab-xml2rfc, SVG inclusion

The draft currently mentions an element called "svg", but does not 
define it. It *appears* it refers to one defined in the SVG spec, but 
that is from from clear.

I recommend to:

a) make the example complete by adding the namespace name, and

b) to clarify Section 4 to state both local name and namespace name, 
similar how it was done in 
<https://tools.ietf.org/html/draft-iab-xml2rfc-01#section-2.67>.
