Andy, your understanding is incorrect.
PDF/A-3u is all about search ability ? the ?u? for Unicode, meaning that all characters/glyphs in the PDF have a Unicode representation.
PDF/A-3a is about accessibility. It builds on 3u but adds a variety of requirements for accessibility such as alt text for images, etc.

I just read the draft and while PDF is admittedly not my primary area of expertise, I was curious why you chose PDF/A-3u rather than PDF/A-3a. My limited understanding is that PDF/A-3a requires searchability, while PDF/A-3u doesn?t. If my understanding is incorrect, please correct me.
