As far as I can tell, the answer to that either / or question is "yes".
That is, as I understand it there is no intention that the tao be 
comprehensive.  it is intended to be a starting point.  It is also 
important that it not be misleading  And that it cover the important 
points we as community consider important for newcomers.

For example, the point that I-Ds are not standards is something folks 
get wrong, something some marketers mislead about, and something that is 
important to understand in working in the process.
