Right (that's what rfc2629.xslt does).  Of course if there's a 
requirement that these terms will *not* be visually different unless 
enabled by a specific user-provided CSS then using <em> makes it bit 
harder to achieve that (we'd need a CSS class that undoes whatever 
default CSS comes for <em>).
