[rfc-i] I-D Action: draft-iab-rfc-use-of-pdf-00.txt

I just read the draft and while PDF is admittedly not my primary area of
expertise, I was curious why you chose PDF/A-3u rather than PDF/A-3a.  My
limited understanding is that PDF/A-3a requires searchability, while PDF/A-3u
doesn?t. If my understanding is incorrect, please correct me.
