[rfc-i] Bugs in xml2rfc

Hello,

$man xml2rfc
No manual entry for xml2rfc
$xml2rfc -h
xml2rfc: error: couldn't open "-h.xml": no such file or directory

On Mac OS X 10.9 errors aren't reported to the terminal, but rather pop up
windows even when xml2rfc is started from the terminal. This might be a
tclsh issue. Also, text is an unsupported output format. This might be a
packager problem: I installed via macports, and the port is nomaintainer.
