after looking around for a while, all i can do is look at existing 
issues (some of which seem to be ancient), so i am wondering how to file 
an issue. is there a link for that?

i found another bug as well: 
https://tools.ietf.org/html/draft-wilde-registries-00 has links to web 
pages in the "notes to readers" section at the beginning, but xml2rfc 
wrongly inserts links to the bibliography, which is actually quite 
confusing for readers.
