[rfc-i] New Version Notification for draft-hoffman-xml2rfc-17.txt

I've been working on a bunch of changes with the format design team, and thought this was a good time to bring them to everyone. Major changes since the last version are:

- Got rid of <b> and <i>, since they were the same as <strong> and <em> which are preferred in HTML

- Added <svg> for artwork

- Renamed a few attribute names to make them more consistent across the vocabulary

- Allowed list elements (<dl>, <ol>, and <ul>) in more places

- Fixed the grammar for <tr>

- Specified that artwork/src can point to a local file

- Added more formats for xref/@sectionFormat

Comments are encouraged on both these changes, and remaining topic.
