I've already packaged google-i18n-address for debian and uploaded it.

It's in the NEW queue, waiting for ftp-master approval:

   https://ftp-master.debian.org/new.html

I've already uploaded version 2.12.1 to debian unstable -- once
google-i18n-address passes NEW, xml2rfc 2.12.1 should be available in
debian.
