Being somewhat disingenious:

What path could be clearer than "write a good internet-draft, get RG 
consensus on it, and ask the RFC Editor to publish it"?

I don't believe we can make it much simpler than that. (And the IESG has 
promised to mostly get out of the way of independent-submission publication 
- gives more responsibility to RG folks to get things right, but less 
hassle in the publication path)
