FYI, you will find it useful to read this draft from Ingemar, describing 
where delays and buffering appears in 4G & 5G stacks.

It is primarily about TCP, with examples from Cubic. However, there are 
general points about delay-based congestion controls within that need to 
be heeded by RMCAT folks.

If interested, you will find the relevant discussion and review of the 
draft on tsvwg, iccrg and/or tcpm.
