This version makes the following changes, in response to IESG and 
directorate review comments:

* Adds a paragraph to the Introduction summarising the key conclusion

* Updates reference to RFC 793bis to point to RFC 9293

* Adds discussion of IPv6, with tables 3, 4, and 7 showing the overhead 
for using IPv6 as a comparison to IPv4

* Fixes the calculations in Table 6 to match the text.

* Adds a comment in the Discussion and Conclusions noting that improved 
video compression exacerbates the feedback overhead, while the trend 
towards higher quality video over time has the reverse effect
