The MPOA group of the ATM Forum is looking to use both NHRP and MARS.
We believe that it would be highly desirable to have a single format
for these packets.  It's very likely that in many MPOA implementations
the NHS function and the MARS function will be co-located and
registrationos will be multiplexed over the same VC.  It seems that a
single format would be good to reduce code and debugging and for the
general sanity of thse working with these protocols
