You're not the first person to ask this question.  I've specifically
included Drew on this reply so that he and Joel (as the two official
liaisons between the Forum and the IETF) can jointly yank whatever
chains are necessary on the Forum side to convert words into action.

It's a fine idea, but it can only be done by the holders of the
documents' intellectual property rights.  This can either be the
author or authors, if the document is an original contribution, or the
Forum itself, in the case of draft or completed specifications and
agreements.  It can't be done by me (unless I wrote the contribution
in question) or by the IETF.

In fact, all ATM Forum documents (draft or otherwise) contain the
following as a part of their boilerplate:

  "(C) 1995 The ATM Forum. All Rights Reserved. No part of this
  publication may be reproduced in any form or by any means."

(Please don't report me to the copyright police for reproducing that
much of the document boilerplate! :-)

So, the IETF can't turn these into I-Ds on its own.  Now, the actual
mechanism the Forum uses to implement the policy might include
publication as an I-D, but that's also up to the Forum to say.
