Folks: Can we summarize this as:

a) if you use a PID of 00-00-5E-00-03 you get the fixed header defined 
   for IP-MC and NHRP,

b) the ar$op.version field specifies both a "protocol" and a version, i.e.
   0 => IP-MC version 1
   1 => NHRP  version 1
and 2 could be either NHRP version 2, IP-MC version 2 or version 1 of some
yet unimagined protocol (as long as it was an IETF effort) and the meaning
of 0xFF must be conveyed "out of band" (both the protocol and version) ?

If so, we might want to add the one line to clarify this next time we edit
the documents.

If not, can someone please point out what I missed.
