One comment based on the changes:
Section 5:
"A parent propagates the "T" flag as set whether it supports RFC 8138 or not."
[RJ] I think this is confusing. Consider that the parent does not support RFC 8138... according to this text a parent may propagate "T" flag = 1, but this is not possible.

Nit:

on the way -> of the way
