The consensus call time is over this morning, thank you to all for the
comments you made.

The WG chairs found that there was sufficient disagreement early on that
there was no consensus for the specific solution proposed below, nor was
there consensus for the location suggested. 

I started a new discussion today on the basis of an alternate set of text
today.
