[PT] Yes, by design. The NHC draft has a more pragmatic and limited scope. 
It covers the compression of the RPL option. 
Whatever is used for IP in IP compression and RH3 is unchanged by that draft.

[PT] That would not be the goal, Ralph. 

The idea is that there is a biunivocal correspondence between the compressed and the uncompressed format.
The outter header with the RPL option and the RH3 (whichever are needed) would be placed in the new dispatch. 
But the 6LoWPAN expansion would result in the packet as it stands today.
