In the IANA Considerations  section:

IANA is requested to add [this document] as a reference for MOP 7 in the
RPL Mode of Operation registry.


All documents that define a MOP 7 behavior should have that sentence.  Only
UseofRPLInfo will have the extra text about reserving 7.
