For efficient NPDAO we have updated the text based on Remy's comments. Thank you Remy.

For RPL-Observations, we have added a section which describes Motivation for this draft and clearly mentions that the draft is not intended for RFC track but as WG discussion track.

Are #189 and #187 strongly related in anybody's view?
