I am looking at the diff.  Thank for the changes.

There is a typo at:

  /[RFC6550] states, [RFC6550] states, when referring to the DODAG

If the root speaks RFC8138, but not turnon, and there are nodes which
support turnon and RFC8138, and the bit is missing, then 8138 won't get
turned on, right?

So the root is just another node which has to upgrade to support turnon,
right?
