I am not sure whether the -consent-freshness draft is the right place to require conformance to full ICE in order for something to be called a WebRTC endpoint. There are other drafts like -overview or -transport for this. The -consent-freshness draft should only make the link between implemented ICE flavor and implications for consent freshness support.

I therefore prefer Roman's proposal, but I am open to relaxing the MUST NOT.

Any WebRTC entity MUST implement full ICE

Any entity performing full ICE MUST implement consent
